ABSTRACT

Waqf is one form of worship activities that is very common for Muslims because the reward of wakaf will always flow even though the wakif has passed away. Tracing the history, the existence of wakaf proved to have helped the development of Islamic da’wah in various parts of the world, not least Indonesia. In the framework of maximal wakaf development, as mandated by Law Number 41 Year 2004 About Waqf, a professional institution of waqf managers is required. Unfortunately, not many institutions are capable of carrying out this great mandate. However, in the midst of this concern, was born a non-profit organization that focuses on this field, namely Tabung Wakaf Indonesia (TWI). This study aims to find a model of cash waqf development implemented by Tube Endowments Indonesia in order to realize social justice. In addition, this research will describe the methods used by TWI to build and maintain trust in donors. As a reference material for developers of cash waqf in Indonesia, the opportunities and challenges experienced by TWI in the development of cash waqf become one of the shots in the assessment. The research on cash waqf can be included in the field of Islamic law research and social institutions, especially economic institutions in Islamic law. If viewed from the point of its place, this research includes field research or the arena. The approach used is qualitative approach. This research is a qualitative research that based its data from interviews with selected informants. The subject of this research are the managers of Wakaf Tabung Indonesia. In addition, this study also uses literature study methods, observation, and interviews to dig data. The analysis used is descriptive analysis. Some important conclusions in this study are as follows. In the basics, if examined more closely, the cash waqf funds received by TWI can be said not pure cash waqf. Keitan TWI with social justice is that this institution has made many programs to realize social justice, such as the establishment of hospitals, schools, and breeding village that has the potential to develop cash waqf to build welfare of society widely and sustainably. Then, TWI in building and maintaining the trust of donors has taken several steps, among others, to build a positive image (brand image), website opening and audit. In the SWOT analysis, TWI’s greatest strength is TWI’s credibility. From sis weakness, TWI is only managed by a handful of people. Also, TWI is dealing with restructuring at Dompet Dhuafa body. From sis opportunities, TWI is very likely because not many professional institutions that take care of wakaf. The challenge of TWI is the existence of positive law, both the Law and the Government Regulation which reduces the waqf fungus, the complexity of waqf certification, and the government’s unfriendly policy towards private institutions.
