ABSTRACT

In the study of law and mass media, the moral and ethics are linked to the obligations of journalists such as; the implementation of the journalistic code of ethics in any of its journalistic activities, subject to the legal institutions and regulations to implement with good etiquette as well as the provisions of those laws which constitute a set of principles and rules generally accepted and approved by the public. In this regard, ethical principles for the journalistic profession provide the legal basis for orderly media reporting in the relationships between legal subjects. On developments in media institutions in Indonesia, the ownership of shares in the media (leadership), the economy and media marketing will be crucial ideology promoted by the media, where the ideology tersbeut if lead to the approach of political economy media will bring media actors who are less familiar with the ethics of communication. The communication ethics here are placed only as mere instruments and become less meaningful in determining the program content, the quality of the program and the respect of media actors against human rights represented in the individual as a source of information. This choice raises the ethics of communication to media actors are considered to have experienced reduction. Media actors as professions have taken a shortcut by referring to the principle of the benefits of giving priority to the principle of benefits in the coverage and preaching, which is also paradox with the ethics of the profession it embodies. Against the lack of respect for the principle of presumption of innocence on behalf of the public for information, will make the mass media and media actors the dominant individuals in reconstructing and manipulating social realities. To this end, the choice of a political or political approach to the political the ethical approach, in fact they do not have clear legal implications, are all returned to individuals involved in activities in mass media institutions.
